idear one:
piano tuner and his reocuring dreams goes to different houses to tune pianos and learns about himself and the world and people could have fbi tune piano or person with not firm grasp of english try to get him to tune an electric piano
idear two:
my adventures featuring making a japanese rock garden in the highschool library one rock at a time and
idear three:
modern real life wizard of oz, 3 people go to a guy who will give them consumer goods but realize they have what they need in eachother

These are all compelling ideas. My biggest concern is keeping the scale within what is doable for you.
I like the first idea about the piano tuner and what he brings to and from each house. The communication issue with the electric piano is immediately funny, but I wonder if it might teeter into slight racism if you suggest that someone that doesn't speak english doesn't understand about electric pianos.
On idea #2, did you really make a japanese rock garden? I imagine image and voice over here, maybe even stop motion. You could be very creative with the images and supplement it with voice over reflections about the adventure.
The third one seems as if it would be complicated enough if you are using live actors. Although a present day WOO is a great concept.
